It's called "frottage": the practice of getting sexual stimulation and satisfaction by rubbing against something, esp. another person.
As long as you both have your clothes on, it's a good way to make each other feel good and/or relieve sexual stress without taking much risk. Of course, he's going home with damp underwear.
