They don't really notice a difference. When they do something they're thinking their doing it normally.

My brother is mentally and physically handicapped. He understands that there are some things he can't do, yet everyone else can. I think he knows he's a little different, but he's normal to me. There is no such thing as "normal". I've learned growing up with my brother that there is no line between "retarded" and "normal" therefore, how can I compare the two?
But to answer you're question, something that most people consider "normal" is something that is common. There are a lot less noticeable "retarded" people than "normal" people, so no, I don't think "normal" people seem "retarded" to "retarded" people.

Normal is subjective, they might think of themselves as 'normal' just like we think of ourselves as 'normal.'
Normal has many different meanings to many different people. Two people might not agree what normal means, even though they might look alike and share similar backgrounds or interests.
The word normal has caused a lot of disagreements, fights, insults and breakups, because we do NOT all agree on what normal really means.
I doubt that you or I will agree on what normal is or isn't.
I do not appreciate or tolerate the use of the word 'retarded'. Why the label? It sounds so negative and insulting, and I know teenagers use it carelessly but it is still very offensive and hurtful.
Words can hurt as much as physical pain, it just doesn't seem like it does.

So-called “normal” people seem mentally challenged or as you say, “retarded”, to geniuses but the mentally challenged view others as people that are similar to them.☼

I WORK IN A GROUP HOME FOR MRDD. THEY ARE LIKE CHILDREN, THEY KNOW I AM THERE TO CARE FOR THEM, BUT I DON'T THINK THEY PUT PEOPLE IN A CATEGORY. THEY KNOW WHEN PEOPLE LIKE THEM, THEY CAN TELL. AND THEY KNOW WHEN PEOPLE ARE GOOD TO THEM AND THEY ALSO KNOW WHEN PEOPLE ARE MAKING FUN OF THEM.(MY GUYS DO). SO BEFORE MAKING STATEMENTS USING THE WORD RETARDED,OR MAKE FUN OF SOMEONE, REMEMBER THEY ARE SOMEONES SON DAUGHTER,NIECE ETC...AND BY THE GRACE OF GOD YOU WERE BORN WITHOUT BEING mentally challenged. THEY ARE GODS ANGELS AND THEY HAVE PEOPLE WHO LOVE THEM AND THEY KNOW WHO WE ARE ....

I gues we seem as different to them as they do to us. My fiance has a cousin who is mentally retarded, but his is not genetic. His mother was on harsh medication when she was pregnant, and his father was using cocaine, heroin, meth and some other stuff when they conceived him, so it is no wonder.

I doubt that they make that judgement. I think that they look at us different but may not be able to make the connection as to why, at least most of the time.
