and i thought that he liked me... and i started to like him... and then boom he starts like flirting with my friend.. like we will be hanging together and he will walk up and say hi to her... and stuff and put his arm around her and all this stuff... and be like wow ur hot... but only when i'm around and it makes me mad......but we have one class together and he talks to me then... like sits by me and offers to help me and stuff.... i don't know what to do next.... does he like me or not??!??!

I would say that this guy likes both of you, you and your friend. He is trying to get a reading on which one of you likes him.
At this point in the relationships with both you and your friend this guy doesn't really care who he ends up "hooking up" with he just wants to hook up with someone.
If you like him and you are ok with this behavior our of him then make the first move before your friend does. If you don't really care then let him go after your friend and give him the cold shoulder.
I think you deserve someone better than him. Some one that truly likes you for you. Some one who knows your favorite song and why it is your favorite song.
