I hate to be rude, but for all of yall out there who are just taking a guess on how to do this don't mislead the guy. You can't go in an mess with the ECU without a unit to do so. It's not illegal to restrict the top speed of your vehicle as long as you own it. And yes to answer your question, just have a mechanic change the govenor. I personally don't reccommend it as I have avoided an accident on the freeway before by having the ability to punch through before the situation got sticky. In my personal opinion if a vehicle is not capable of 85 it is not safe. But that's just me.

Not sure why you'd want to, if you're scared of someone driving that fast, don't let them drive!
Anyways, you could mess with the ECU, but that'd be a really bad idea unless you know what you're doing. There are devices I've seen on the news about a computer thing logging how fast someone has driven, how hard they brake and that sort of stuff, the only one that can stop it is you not giving them the keys.

You can decrease the rev-limiter so that top gear RPM will not
exceed a certain RPM, thus limiting the top speed to 70 mph.

Have A govenor installed. This can be done by a good mechanic
Be careful though, The speed will not be there when you want to pass.

I am guessing that you are about to let a teenager drive the car... Newer cars are controlled by the computer and set at the factory..ask a certified mechanic maybe it can be limited.
