You can have some of the color removed from darker hair with a mixture of peroxide (volume varies for lightness desired) and powder bleach used for hair. DO NOT ATTEMPT AT HOME. You should go to a salon to have this done. Your can get a really nasty chemical burn if you don't know what your doing. If expense is a problem, call a salon and ask to be a hair model. It's usually between $10 and $20 to let the Colorist Apprentice work on you. And at a really upscale salon, that's a good deal, because the Master Colorists that are teaching them are watching them like hawks.

Is your hair naturally black? It can be turned blonde but it is a very long process that should be done by a professional. Naturally black hair needs to go through 7 different levels of color before reaching blonde. Red and orange are the levels that the hair tends to get stuck at. A professional will know how to get the exact shade of blonde you are looking for.
If you have colored your hair black, it will take a lot or work to get it to a nice even blonde, but it can be done.
Please don't try this home.

yes, however, do not try it at home.
This is some money and damage/discoloring saving advice.
GET IT DONE BY A PROFESSIONAL. Your hair will need to go through several processes before the color is right without damaging your hair to the point that it's fried and needs to be cut/shaved off.
I learned the hard way by using a home bleaching kit. Turned my hair orange/yellow/white. Fried my hair and it was blochy all over.
Even if you spend over 100 to do it right the first time, it's better than spending 350 to get color correction/reversal done with at least a years time (depending how fast your hair grows) to become healthy again.
oh and be prepared to spend between 100-150 a month for upkeep. Blonde hair upkeep is a must if you want it to look good.

Black to blonde? Gee. you are going to could desire to have it stripped. (it is going to pass orange) Then died a lighter colour Then blonde highlights Then extra blonde highlights And extra highlights till that's the main suitable blonde colour for you. Then bleeched throughout. do no longer try this unexpectedly, your hair WILL fall out. ensure you supply some weeks in between each and each technique. And deep conditioning.

No, it will turn your hair orange. If it gets to the blonde (white) stage, you have damaged it too much.
There is a product by Revlon that lifts all color from your hair without damaging it.
I bought some at Rite-Aid so you can probably get it anywhere.
It is in a white and pink box and it is where you get hair dye.
I dyed my naturally light brown hair black, lifted the color and dyed it blonde all in 1 weekend and it didn't damage my hair at all and it worked great.

YES but you will have to continously be doing a touch up . This will be very time consuming , hard on the hair , scalp ect . Black hair is beautiful, Why dont you be content with what mother nature gave you? If you are graying , you can consider touching up the gray. Good luck.

It's not healthy to the hair (and probably bad for the skin too, and if some penetrates the skin, the liver might deterioate a bit as well). And, after a while, the hair will go black again.

I suppose you can bleach black hair but, I wouldn't do it because it would need to be on your hair too long and I fear it would really damage it. Are we talking about natural black hair? Why would you want to do that? Natural black hair is beautiful.
