What constitutes as a "clean" background? Basically, if we have a clean background, I will get hired for this job. However, we were told that half of all applicants are eliminated from the background. I have NO criminal background, reference's are good, only 2 tickets, not so great credit though. How do they determine a clean background?

No prior arrests, no misdemeanors , good character references, supervisory experience of at least 2 years, good credit and good reasons for blips on your report. Letters of explanation in reference to blip or clean it up. Also, checking to see if you have ever been fired from a job before.
I have known many a good police officer who has been eliminated from a Federal law enforcement position due to bad credit.
If this is your problem. Straighten it out right away. Pay off anything that may be in collections and get proof that you honored your just debts.

Depends also on the job you are applying for. If a high security, or jewelry store, or even high class department store, etc., they do not want employees with bad credit records because you will be more tempted to steal than someone without bad credit. Otherwise, no criminal convictions is usually a clean background.

Just that...no arrests/convictions, traffic citations don't count (UNLESS the job you're applying for requires a clean driving record).

No felonies.
If it is a financial position, your credit may affect the outcome, depending upon the place. A bank, for instance, will turn down people with poor credit. The U.S. gov't will turn down people who haven't filed their taxes. Just depends on the job. Good luck!
