i want to live with my stepfather but i am curently living with my mother, i am not happy with her i would like to live with my stepfather, she will not sign consent over to him, what can i do to live with him?

Your stepfather has no legal rights of custody where you are concerned.
If your mother will not give her consent and she has legal custody of you. then you will have to go to family court and ask to have your stepfather made your guardian. You will have to have a pretty good reason for wanting it. Not simply because he's nicer etc. your mother will have to be proven as an unfit guardian etc. another thing you can do if your mother doesn't have legal custody of you is ask your biological fathers consent.
It really sounds like you are angry with your mother and your stepfather isn't as strict. I don't think the courts will allow you to live with him. If he is single, has no kids living with him either they certainly won't give him custody.
