Look at it this way. Capitals are for emphasis. You're emphasising everything you say if you write with the caps on, so the impact is lost. A lot of people think of it as shouting, and shouting in a room full of people who are speaking in a normal voice would be kind of rude. Also, it's kind of like a not too subtle cry for attention. I actually have had someone admit to me that they were doing it so they couldn't be ignored. My advice was, if they needed to write that way to not get ignored, then perhaps, they needed to reconsider the importance of what they were saying. If you have something worthy to say, people will hear you. No need to yell.

I, personally, find it harder to read than regular text. One or two words capitalized for emphasis is fine, but it's just not necessary to type in all capitals.
Any 'Netiquette guide you find will tell you that typing in all capitals is consdiered rude and the Internet equivalent of shouting.
It also smacks of laziness; it doesn't require that much effort to capitalize words properly. Any time you are writing or typing you should do so as if you were writing a term paper for school. People will respect you more for it and be more likely to take you seriously.

Yeah, for some reason it is.... I find it slows down my reading. I sometimes write ONE word in caps to emphasize the word. When its all caps, it feels like you're shouting!

to some people w. o.c.d. it probably is, and also the fact that usually when u write w. caps, ur 'e-yelling' so yea that might get annoying. but if you write with a small font, i think its ok.
