Protestants and Cathoics agree that Saint Peter was infallible in writing the First and Second Letters of Peter in print.

Why could not God prevent St Peter from error when teaching authoritatively in person?

Because Peter was a person and people make mistakes; if God had tampered with his freewill, he would have taken away one of his greatest gifts to man- the freedom of choice. Very easy question.

Peter was not infalliable. He was a sinful man and the only man without sin or infalliable was Jesus. Although, I don't believe that Peter was infalliable but I do believe the Bible is given by inspiration of God.
