If you have the heart to go and pursue something your stronger than the cowards. Meaning Once you stand up for something you will get others to follow. You sometimes have to take the first step.

I think it means that if one person shows courage in something, others will be inspired and also show courage. Ex.: running and jumping into water first will make others follow [sort of courage]

one man with conviction, strong beliefs, etc can perhaps change others views, bring about changes, etc.

by-the-way there is no direct evidence that Jefferson said this; he is "quoted" but there is no source ever given
