The rings have been there for as long as i can remember. i am 28 now. the whites of my eyes are not yellow

No. If this is what I think it is, many people who have blue eyes have this ring of yellow or brown on the edge of their pupils. This is actually very common and is a result of more pigment being deposited in that area than other parts of the iris. Blue eyes means their is less pigment on the iris than brown eyes.

You inherit your eye color from your parents and brown is dominant over blue. This means that if you have blue eyes, either both of your parents have blue eyes or one parent has blue eyes and the other parent has dark eyes
with a recessive trait for blue eyes. Keep in mind also that infants may be born with blue eyes that eventually get darker with age.

As a precaution, I suggest visiting your doctor.

Did this just develop? If so I would talk to a doctor, it the white part of the eye has turned yellow then you do need to see a doctor because this could be jandice or a more severe liver disorder.

I've never heard of that.
If the yellow rings stick around for more then 2 weeks, you should go to see a doctor.

In some cases it's a cholesterol deposit, in which case the answer is "yes," but sometimes it isn't. The simple thing to do is to have your lipid profile checked at your next regular health maintenance exam.

No, could just be an allergy, get some visine and keep eyes flushed, and eat more carrots for clear eyes.

Dunno but unlikely it might be an allergy!
But that's Good news for you!
Get some Visine and it will go away !
I'm no doctor it's just a thought.
