You need to treat the underlying problem not the symptom. It sounds as if you may have some sort of hormonal imbalance. Do you get pimples along your hairline (forehead&nape), chest and back? If so it could be hormonal, and you will need to see your doc for treatment. There are different shampoos and conditioners designed for oily hair, but arent particularly effective. Sebum, the oil you feel on your hair/scalp, is constantly being excreted from the hair follicles and pores, as soon as you wash the oil away it is replaced again. The same applies for you face.
These treatments require daily shampooing & conditioning, which may cause other sensitivites on your scalp and face.
Your doc will do some tests and sort you out quick smart!!!

There are many "for oily hair" shampoos out there, but I have found the best to be Herbal Essences (rose formula) and Tresemme (for oily hair) drying my hair, and keeping oil down.
The best thing for face washes is any cream-based soap product. Even some acne treatments are oil based and can actually make the problem worse! Dove is the best I've used, but have found that it can vary person to person.
As far as shrinking oil glands, that's not possible with face wash (despite what it says on the label). Dermatologists can prescribe drugs (known as retinoids) which can shrink the oil glands if the problem is serious, and over-the-counter solutions have not worked.

As far as your hair goes, you are probably washing it TOO much. the more you wash and scrub your head in the shower the more oil it will produce. I had the same problem, and had to ween myself off washing and scrubbing so much.
For face wash i HIGHLY HIGHLY recommend netrogena's oil reducing wash. It is the greatest thing I have ever used for oily skin. It comes in a white tube with orange letters, and it smells really good. The best part is that it actually keeps the oil down for hours, way way better than anything I have found.

When shopping for shampoo you need to look at the bottles and find one that describes your hair. As for the face wash I use Neutrogena Oil-Control Foaming Cleanser. My face used to be really greasy and it's the only face wash that has ever worked.

Try anything that will volumize your hair... Garnier Volumizing shampoo dries my hair out if I use it too frequently. Just read the bottles on the shampoo aisle... sometimes they will say "for oily hair" or "for fine hair" on the labels. Good luck!
