You do realise that Europe isn't a single country dont you?
In Britain, where I live, you may buy alcohol from the age of 18. In France, you can buy alcohol if you are younger than 18 because french people hate laws. In Germany, alcohol is obligatory from the age of 6. In Italy noone drinks alcohol but there are many espresso-related killings. In Spain you may only drink booze between the hours of midnight and 6 am as, outside of those hours, the entire country is asleep.

Generally 18 in bars and to buy from stores. Younger (16) if you are eating in a restaurant with adults.
The only places that might admit over 21s only are night clubs in major cities, where that's either their choice or a requirement of the licence.
Folks become full adults at 18 all over Europe.

Both wrong, meet halfway, its 18 in mexico but not really enforced most places. the only 21 i know is usa, no one else waits that long.

Europe is not just one country... every country has it's own age limits.. and it's usually 18.. from what i've heard... not 15...
