him off the guest and telling him no but its not working, could someone please help my with this problem

Time to neuter that dominant boy! He is trying to establish dominance over anyone who walks in. Does he know how to sit? Does he know you are the boss? Is he crate trained? If not, time to get one and crate him when he can not behave himself around people.

As was suggested a few times in the answers already given. Your dog does not know his place in the pack. He is only 7 months and right now he's testing the waters so to speak. In a wild dog pack a male of this age would normally be run off by the alpha male in order to keep his position.
I am also a dog breeder (but of small breeds) I have a pet Rottie (bigger breed) during his adolescence he also wanted to be showing his dominance to everyone he encountered. What I did was tell the person he was offending to firmly tell my dog NO and force him off of them. Same procedure with unwanted jumping. You can pull and yell all day to no avail, It is your guest that have to tell him NO. In fact (and this is not mean) you can tell your house guest's of his habit and ask them to help you break him of it by pushing him away the moment he lifts up to mount their leg. Have some friends help you with this for a week or so. It will not take long to train him that this is NOT acceptable behavior in YOUR household. Read up on a couple dog books on training and you'd be surprised at how easy it really is to train a dog to do just about anything within their capability.
Key element though is to get your guest's to help you correct the dog. Your dog knows where his home is and when he does this all he is saying is " Hey I just want you to know this is my house your entering and I have more rank than you." This is easily remedied. Good luck

Obedience training is important.
The dog is trying to find out who is boss. Pulling on him makes him pull back, and sets up a competition between him and you; not what you want. You want him to obey, not have a pulling contest.
Reach down and grasp the top of his snout, say "no" in a growly voice, and stare him in the face. This will tell him you are the boss, not he.
And practice that obedience training.

It's a dominance behavior. (Is he fixed yet? That will help.) It sounds like your dog needs to be reminded of his position in the pack.

Obedience training will help. And it will also help if you, (and your houseguests), stand up tall, firmly tell him No, and stare him down. Hold eye contact until he looks away. That reinforces that you are the boss.

Make an appointment with a vet to get your dog neutered. His behavior shows that he is approaching sexual maturity. He will keep on doing this, and worse, until he is neutered. Scolding, pulling, or any other behavioral approach will have no effect on him. Your local ASPCA might also provide neutering services.

Your puppy is hitting puberty and he is beginning to become a bit pushier. You need to be clear on who is dominant. Use a firm "No" and command him to sit or lie down. If he's not neutured you should make an appointment right away to have that done.

first, smack him the next time he does it and hold him down onto the floor What he is doing it asserting himself as higher than them in the pack. You must make him understand that YOU are the alpha in the pack, and he is the lowest member by actually being rough with him, taking food away from him, and growling at him every time he does something you don't like. You should also get him spayed, since this may stop the action cold.

Get your dog fixed before it's to late to take effect. He/she should be old enough now.

I don't really know how to train him not to do it but buy one of those puppy enclosures and put him in that when anyone comes over.
