Two seperate issues- organization is a learned skill, as is cleaning. What prevents it? Fear? Lack of physical ability? Or are you just not doing it? Could be depression, or apathy, or a combo of both

Concentrate on a little bit at a time. Do small tasks first. Sounds obvious, but wash the dishes before worrying about organizing your closet. Put emphasis on tidiness, rather than super clean cleanliness.
Another habit that helps keep things neater--go through your mail when you get it. Throw away junk--this avoids "piling up" of mail. Take care of your stuff; ie put it back where it belongs. If you aren't taking care of it, get it out of the way.
I don't think it's a "mental disorder," unless you are also feeling depressed. Just try to look at a little bit of the mess at a time rather than getting overwhelmed at all of it.

It could be ADHD, has that ever come up? Having problems with organization and putting off dull tasks like cleaning may be signs - some other possible signs: having trouble finishing projects, not able to stay focused, prefer the excitement of learning new things, putting off complicated tasks, etc.
If it is ADHD, medication like adderall helps many people - the piles of papers and old mail can seem to have taken care of themselves, almost!

Make a list for your chores . And a time period to get them done in .
A place for every thing and every thing in it's place.
If it don't belong there don't put it there.
Get in a habit and things will get easy.
Any thing can be a mental disorder if you want it to be .

thats not a mental disorder, just move your arms and organize things. try picking something up and put it in the right place. and prob scrubing a table. thats doable aint it. just move your body to do that and it works.

Could be depression, it causes people to just not care.
Could be laziness.
Maybe they grew up in a dirty house and their parents never made them clean?
Or maybe they just don't care..
