If you're not dating and haven't known each other very long I wouldn't say it. Especially if you don't know her feelings.
Hearing that could scare her away (and you don't want that). Get to know her. Date her for a while. Then wait until you've been together and truly know one another. Then it will be an OK time to say "I love you". Those are not words to be thrown around lightly. If you truly mean it you will get to know her better.
You can't really mean "I love you" until you know a person inside and out. There is so much to a person that takes a long time to get to know. You can't just love the superficial parts and the good parts. You have to love the bad parts and the demons that every person has. You have to accept the person as they are and love them for it.

The right time to say, "I love you" is varies for different people. Some may say this after years and others may just say it after days even if they don't truly love each other. But from your question, it doesn't seem as if you are that type of person. Once things start getting serious and commited might be best. Also, later, when you are sure that she loves you may be better then saying it sooner!

If you truely love her then any time soon would be best .You will never know how she feels until you ask her she might say she loves you to or just as a friend but that is part of learning and growing up to take rejection if it should happen take it like a man and if that is the case then move on you tried your best that is all any man can do!!!

saying i love you is a chance that you take. saying it first may be the only real way to find out because you may never have that satisfaction of having someone say it to you. if you truly do love that person though, you can do it without reservation. if it's contingent on what or how that other person feels, you shouldn't say it at all. if you've only known her for 4 months though it's really hard to say that's love, or perhaps you're hooking up with her or are still infatuated with her or something, give it another 4 and see what happens ...

not yet you two need to go out on a few dates and have a relationship as boyfriend and girlfriend. then if you two really do like each other and want to take it to the next level, whatever that may mean for you, then maybe it's time.

are yall dating? if yall are you should just tell her how you feel if she doesn't feel the same way don't break up just keep on dating and she will fall in love with you. Or you should ask one of her closest friend if she loves you or not if you can't her to her face.
