The paper seal is off.. it's just the cap won't budge.. you know how pop bottles have the seal that breaks from the cap???? That's my problem!

If is indeed a screw cap (the threads will be visible from the outside and there will be a perforated seperation halfway down the cap) use a pair of pliers set on the wide setting and carfully grip the cap and twist.
If it looks like a soda cap, use a bottle opener.
Personally I have not seen screw caps with paper seals on the outside so I have no Idea without seeing it

Are you sure it's a cap? Some wines have brushed aluminum foil around the top, and it looks like a cap but it's actually just the seal and there's a cork underneath. It's very deceptive looking. It's something they just started doing. You just stab through the top with your corkscrew, or peel it off with a knife first.
But if I'm wrong, and you know you're looking at a cap, I apologize.

If it's that tight, I have used the corkscrew to tear the cap a little from the bottom. Usually once you do that it will unscrew.
If not, keep peeling it away until it comes off.

Use nutcrackers....it will give you the leverage you need.
