there are two ways of looking at it. one is the feelings you two have for each other, are they casual or does it imply a more serious relationship, a commitment. the other way of looking at it is perhaps the more obvious, agreed upon commitment. some people actually need that in order to agree that the relationship is indeed serious, and without it, a wormhole of sorts exists where people have found a way not to be monogamous, though that is poor practice, a general lack of dating etiquette, so to speak.
the short answer is that if you're jealous often, can't stop thinking about that other person and it's been for more than what the typical infatuation period is and that honeymoon is over then it is a serious relationship, at least for you anyway. better if it's mutual and the two of you feel that way, although in my own experience, while i didn't always know that it was the case, it was always made apparent to me in strange ways ...
