Hit the weights bra. That's about the only way to get "buff". Don't do too much cardio as too much will reduce your gains.
If you're just starting out, get a trainer. When you're a little ways into your program, essentially 2-3 exercises per muscle group or so, 8-12 reps each. Every 3-4 weeks or so change up your program some and try different types of workouts. Do some research and try different things. Focus on your core lifts to start with (bench, squats, deadlifts, hang cleans, etc) and get good at them, practicing good form.
Make sure you get LOTS of protein. If you're lifting seriously, at least 1 gram of protein and 1 gram of carb per pound of bodyweight per day (even more than that is better). Try to spread that out to about 6 times a day. Also, be sure to get lots of rest and recovery time. And don't overtrain.
I suggest going out to the web and doing some research. A great place to start is www.bodybuilding.com - it has a mix of articles there pulled in from lots of different places.
Stay away from the 'roids! :)

Go to Nutrition Express website and order the catalog. They have lots of products and advice over the phone about them. You need to eat a lot of protein and carbs and do lots of weight lifting. More reps than weight. Don't overdo it, work up slowly and do more often rather than cause strains. Then make sure you are getting enough vitamins and minerals to make up for what you are using up. Make sure your electrolytes aren't out of balance by drinking a good bulking powder drink with all those things in it. Then drink water, water and more water. Good luck.
