My 9-week-old cockatiel has makes the same high-pitched screech while sitting calmy on my shoulder, that it makes when it's trying to tell someone it doesn't want to be touched. does this sound always mean the same thing? Is there a sensativity to context that I'm missing here?

If it's a kind of constant whining, then that means he's begging for food. Has he been eating all his food? He may not have been properly weaned. You can try giving him some warm (not too hot) oatmeal with a spoon. If this is not the case, he may also be hungry (so give him some pellets or seeds) or he may be scared, or he may want your attention. Also make sure that he has a source of fresh, clean water. I grew up with one of these birds sometimes it is a sound that isn't mean its playful....you can know this by how the "bite" if it makes that sound while on your shoulder then I would put my hand up there to see what kind of reaction he/she gives.

i would go with p_snicker's answer. It sounds about right for the little one to be begging for food. it's too little to be weaned right now. If you have weaned it, I would talk to your vet ASAP.
