Depends on your morals or beliefs. Or just common sense; most of the time, teens that young end up getting into trouble by doing things with each other that they aren't prepared for. Especially with the issue of sex, and those doing it are very young in this age, it's a concern for parents and the like. I don't have much of an opinion on it, other than at age 13, it's kind of pointless considering most children that age aren't mature enough to cultivate meaningful and lasting relationships with one another.
Most kids make out for fun anyways, so I guess whatever floats your boat.

Yes because it usually leads to teen pregancy within a year or two. I know 13 year olds don't want to hear this, but really, you do have the rest of your life to be an adult and there will be lots of making out then...enjoy being young and hanging with your friends and having fun because it really does go by all to fast and this is the time of your life that you will remember for the rest of your life...fill it full of fun memories that you will be proud, instead of ashamed of, to share with your children when they reach 13.

Yes. I don't buy the whole "it's OK, because today's youth is going so fast". If we quit expecting them to act like adults then they won't act like adults. Let them know that this behaviour is not appropriate for young children barely even teenagers. Give it a few more years yet.

We need to stop letting it be OK for kids to act so inappropriately. An innocent kiss or two should suffice for a 13 year old.

Yes, 13 is just too young. But I know they are kissing. They should NOT be having sex!

A few kisses here and there are normal and to be expected.

Making out is asking for trouble because they're too young to know how to control what comes next.

yes. at that age? if the 13 year old is doing it with an older person then it's sooo wrong and illegal. 13yr old should be thinking about hanging out with friends and having fun not having lust fun that just ends up in either pregnancy or heartache or both.

Definitely not. I made out with my first girlfriend at 12. I say 13 is plenty old enough.

Making Out? NO ..Sex-YES! You're a teenager now and its ok to start feeling things and experiencing new things.Making out can be fun and a new learning experience, but beware along with making out comes sex. You cant help it, you're hormones rage in your teen years.SAVE IT FOR THE RIGHT PERSON! Its all worth it in the end.So enjoy your teen years and make out till your tounge cant anymore!! LOL :)

Well kind of I mean if that's one your main priorities then I guess so. I mean why are you such in a rush to do those things. Let things happen in its own course don't rush into anything just because everyone is doing it. Then you live with regrets and in life you should never live with regrets b/c when you were doing whatevet it was you knew what you were doing.

I personaly think that it is the persons choice, but part of life is making the right choices, and doing that only leads to further things in a relationship.
