my cell got turned off today as my boyfriend didnt pay the bill and now i can't call him....I want to make sure he has not been arrested today...can i look online??? He is driving with a suspended license so it is a possibility and he is not home yet

Run to a neighbor's and politely ask to use their phone.

Since you obviously have access to the Internet why dont you try doing a general search for the jail where you think he may be and see if you can find a link to a jail roster. And why the hell didn't you pay the bill you said yourself it's your cell phone.

Back in the day, they had these things called PAY PHONES, all you need is 25 cents or so and you can call anyone in the world including the jail. What an amazing time we live in huh.

You should be able to call the police department and ask them if he is there.
