Bring him indoors with you. He can't run the streets if he's safe inside with you where he belongs.

I have 4 dogs...2 Border Collies, a Black Lab and a Beagle. I invested in the "Invisible Fence" system and I have never been happier. We are on 13 acres, 2 of which are "fenced" by the invisible fence. The cost is a fraction of a "physical" fence and the only time a dog has left the premisis (and even then only once) is when the battery wore out.
Some people think it's "inhumane" but a dog, properly trained to the system, will not leave. They get a warning "beep" when too close to the area they should not leave and they come back toward the house. 3 of 4 dogs respect the "fenceline" even without their collars on.

Start by neutering him, if he's not already, then since this is such a problem for you, keep the dog inside at night. It may be difficult for the dog to accept at first, but over a short period of time he should adjust. Aren't you concerned he may be injured by a car or taken by someone? Should he bite someone or another pet, remember you will be held responsible for any damages.
Keep him inside!

fence your yard in and install a pet door. then lock the pet door once he is back in the house for the night, never leave a pet unattended outside without a lease or a fence that could hold that pet. sure the money is Little high. but it is well worth it.

well, how does he get out? Either you are letting him out (and you can stop that) or you have a pet door that needs a latch on it for nightime use...and you need to remember to latch it. If you let him out to pee, you need to stand by the door and call him in the second you see him finished so he starts understanding "no" to running off. And of course, reward him with a little treat as soon as he comes in.
