There is absolutely NO DIFFERENCE between "lay down" and "Lie down". DOgs DO NOT SPEAK ENGLISH. Whatever command you give them, as long as you use the same term all the time works.
A couple of my dogs (I have 4) respond to "lie down" and the other 2 respond to the command "FLOOR"....it is how we trained them.

Lie is a verb meaning "to recline or rest on a surface"

Lay is a verb meaning "to put or place".

Basically: Lie = people and animals. Lay = objects. (So, your friend was right. But you're speaking, so it's hard to tell the difference.)

lie is something you do.... lay is something you do to something else. You lie down, on the blanket you lay out.

When talking to a dog, you'd tell him to 'lie'.

Lie is to rest or recline, where as lay is to put or place something.

That is the rule I remember from my elementary school grammar class.
