Refrain from doing up the bottom button of a suit. It gives a rather too 'tubular' appearance to the material.
If you have three buttons, do up the top and second button when travelling and then undo the top or both upper buttons when you arrive.
The bottom button should never be fastened.

The fashion for not fastening the bottom button of a waistcoat came from the George, Prince of Wales who was so fat he couldn't get his done up. Everybody else followed suit. (Pun not intended).
As far as jackets are concerned, if it's got three buttons you only do up the middle one. If it's got two, you do the top one ot both.

If you are a US citizen then perhaps the earlier answers could be correct old chap, but in England one can button the jacket fully, and indeed a gentleman should also ensure he does this on the fly of his trouser. Crikey what would be the point of a Savelrow made to measure if it were to hang so badly that one could not do all the bally buttons up. When seating oneself the buttons should of course be unfastened. You are of course spot on with your assumption as per the buttoning of ones waistcoat.

I think buttoning all is the most appropriate, at least when standing. When sitting, one may unbutton the bottom most. I have see some fat men unbutton all. I think I would opt for a larger waist coat first!

Generally, on a single breasted 3 button suit, you do not button the bottom button.
This allows room for a bit more movement, and shows the color or your tie and undershirt . . . avoiding the suited-up straight jacket look.
The button is just an accessory . . . if it wasn't there, there would be an un-interesting swatch of cloth.
