Well, if you don't want to be mean that takes a lot of options off the table.
I had the same problem with one of my friends, and when I couldn't handle it any longer I just pulled me pants and underpants down and started screaming and hitting him in the eye with my swinging salami. He never talked to me again.

send her an emergency IM text and tell her that you need to talk to right away about something important that's bothering you.
she'll be worried. when you meet tell her: "hey Jane (let's pretend her name is jane), I have a serious problem and I need your help. You see, you're my friend and all and I like you but....you talk too much and won't stop laughing at your jokes which aren't even funny. Could we please be more serious and can you be a little more calm? You're a good friend to me and I wouldn't tell you this if I didn't think you were a good friend. If that's too much let me know. Maybe we shouldn't be friends. What do you think?"

I like you, but this is getting on my nerves, I only say this because I want to help strengthen our relationship, rather than stand by and watch it die.
Bear in mind that allowing her to continue such behavior, which will have a negative impact on the rest of her life, is mean. A true friend would tell you if you had TP hanging from your dress, right? How about if you were constantly making a fool of yourself?

remember say it in a nice way so she doesnt think the wrong way.
and say that you want to have some quiet time for a bit...
just try not to offend her...cause you might lose her

Politely tell her that she needs to give equal chance to everyone to speak. When she starts taking over the conversation, jokingly say,okay its my turn, you have to listen for a while!

tape her mouth up with duct tape...lol...ummmmmm....be honest or sometime just be like sounds are annoying me b/c i have a headache and then shell orlly stop and then be nicer 2 her and then maybe shell shut up all the time...a system of rewards
