I'm a sophmore. Last year (Freshman year), i didn't do so well in school. I finished with a 2.6 gpa. But this first semester was worse. I've failed Civics(Honors) and i'm pretty sure that i've got a lower gpa than a 2.0.

But, if i work hard next semester and make all A's (I've droped Honors Civics and am going to regular class for Free Enterprise) and not make anymore grades below a B until I graduate, do i still have a chance of getting a good scholarship and going to a good University? Has anyone else had this happen?

if you are looking for an academic scholarship, chance are slim but possible. I would seek other ways of getting a sholarship, like community work that also provide scholarships. Do me a favor...check out the college's, you wish to attend, financial aid website. they have many tips, especially www.odu.edu (financial aid section)
