a dll is a dynamic link libary, usually its kept in system32 folder . but its also depends on what DLL its looking for , most DLL can be replaced from a a repair installation, using the system file checker, or http://www.DLL-files.com and then you can download them and extract them if you know what DLL file that you are missing. into the system32 folder in the "windows directory"

DLL is a data link library file. If the program cannot loads it that means the program is corrupted. Could also be the operating system causing this or a virus. But all programs in windows require dll files to run. If one or more is corrupt then the program or file will not work.
