YOU need to make the first move. If he's also shy, there's a good chance nothing will ever happen between you two. If you really like him, go up to him and start a conversation, I suggest you to just invite him to dinner or to the movies, straight away. Get on a conversation about movies, and when he mentions one, tell him you really wanted to see that movie as well, and ask him if he wants to go with you after work sometime. I used to be really shy, and this was still easy enough for me. Less pressure than a "real" dinner and drinks date, but still gets the two of you alone.
I'm sure other people will say not to date at work-- but I'm sure you know the work-dating situation better than anyone else. Personally, I've dated at work and never had a single problem.

Do not date a guy from work, unless you or he, or both of you are willing to leave that job in the event that you break up. I learned this lesson the hard way, and everyone was in my business and it was horrible! There is a very small chance that it could work, but the two of you would have to be very discreet. This will limit the amount and type of drama you may be faced with.
