Back in the times of Alexander the Great (and other conquerors)
Everyplace they took over they would build streets and roads. they would always have a road leading to their capitol (or a road leading to a road going there, you know what i mean) for tax reasons and so that people would remember who was in charge.
Since Rome took over most of Europe, for a while most roads really did "Lead to Rome"

That goes back to the Roman Empire when The vast Roman Road system facilitated Roman military conquest. Back then there were of course no transport aircraft or trucks, so the Roman legions traveled primarily on foot. The clear road system enabled troops to move relatively quickly across what was then still the wilderness of Europe. It also made possible the efficient administration of the conquered territories. Thus, all roads leading anywhere went thru Rome

The roads were built to move military troops across distance quicker to the edge of the Empire.
Guess were the main military base of the Roman Empire.
It was just on the history channel, "Building and Empire" or Were did it come from"
So really it was all roads lead FROM Rome.

the very first roads ever built with the intention of moving people and army's from one place to another considering river crossings, elevation and straight line distance was the romans. there for back in the day, "all roads did lead to rome".

In the ancient world, Rome was first great roadbuilder, and build roads everywhere in its empire (so it could move its army quickly and efficiently).
Because of that, all roads truly did lead to Rome, if you made the proper turns :).

It was the center of the world when the saying was made up. Rome was conquering allot of different places so no matter where you were, you did or will soon belong to Rome.
