Better start now if you are a Junior in HS! If you are a Senior, you're late! Your high school guidance counselor's may have the forms, but the Navy will be happy to mail you one, just give then a call or drop them an email and they will send a full packet.

You will fill out the forms, provide SAT/ACT scores, HS transcripts and your life history. You will be asked to take a physical at some point in the process. Consider the Naval Academy at the same time!
