why do students get exempt from semester test , for the days they missed instead of grades?

Some school require both grades and attendance as well as behavior for exemptions.

Schools get extra money and higher ratings if their attendance is high. Perhaps it is an incentive to make students more apt to come to school so that the school can keep their ratings up.
