explain her that you could get jail if she does it again tell her the kids' mom will report it and u will be the one to face the sanctions.

Some people may think it is mean and cruel, but sometimes you have to bite them after they do that to make them understand that it hurts. Of course, you would need to be very careful if you try this. Many small kids will bite because this is the only way they can communicate. I have found that this is a phase that usually only lasts a short time.

Even if you bite them back, toddlers STILL don't understand that biting YOU hurts. They think if it's fun for them it's fun for you. Plus any response, even a yelp of pain is a fantastic response as far as they are concerned.
All the attention should go the person your daughter bit. She should be completely ignored. This truly works better than discipline. The person bitten gets fawned over and gets a bandaid, while the biter sees that it totally backfired. You say to her, you're not going to play because you bite, with a stern but flat voice and turn your back on her (of course you don't leave her in public!)
Will someone explain to me how they think biting a child to tell them "No biting" makes any sense.

You need to have severe consequences for her when she does bite people. If you believe in spanking (I do, on the tush), take her toys away, get face level and tell her you do not do that and tell her why, long time out, no TV no special fun things.
Also find special fun things for her to do when she does behave. Maybe set up a chart with different things on it. Like picking up her clothes, brushing her teeth, using her words when she is mad and not biting, picking up her toys, ETC.........

Everytime she bites someone, bite her back, hard enough to hurt, but not so hard it bruises skin or breaks the skin. Use the forearm.

Either bite her, pinch her or highly best is smacking the mouth not tapping it but smack it so she feels it hurts

Bite her back.
Everytime you see her bite someone, walk over and bite her back. Don't do it too hard but just hard enough to "get the point across" so to speak.
She doesn't realize that what hurts others also hurts her. When she realizes that, she'll stop biting.
