Actually in the U.S. the Bride and Groom own the rights to the images because they hired you for that specific purpose of photographing their wedding. Unless you have specifically made arrangements at the time of the contract. As far as when to have models sign a release the answer is ALWAYS.

Yes, they absolutely must sign a release. If you plan on selling a photo with the bride and groom in it, you have to have their permission.

It's a good idea. Especially if they paid to have the pictures taken.Models sign releases, the reason being for the photographers benefit, so they don't sue later saying that they never gave permission for the pictures to be published.
I'm involved in a tv music show and all performers and people appearing on the show must sign releases.

Anyone that is in the photo needs to sign a release form to relieve you of any legal problems...even if they are fine with it, you need signed papers stating that they are agreeing to have their photos published. Keep them on file.....but don't do anything until this form is signed by each person...individual form for each person.

yes, they do. Anytime you will be using a photo for profit. If you keep in as a portfolio piece for yourself no problem, but if you plan on selling it either you have releases or the people in the photo are unidentifiable such as a close up angular shot of part of the dress with no head shot in it.
