I just made a bunch for my daughters room, i was snipping away all night. You can look up this site http://www.marthastewart.com/page.jhtml?type=content&id=channel181245
copy paste all of this in or just look up Martha Stewart decorating with Paper Snowflakes

Trace a circular shape onto a piece of paper and cute the circle out, proceed to fold the circle in to various different sizes and shapes. Cute more shapes into the folds and around the edges being careful not to cut your snowflake in half.

unfold the paper and look at your design

glue or tape string to your new decoration and hang from the ceiling to enjoy!

fold square paper in half, then half again and then cut designs along folds to make the designs on the inner part of the snowflake. to make more complex shapes, fold in half more (but always fold an even number of times). To shape the outside of the snowflake cut the edges that aren't folded. you'll get the idea after fooling around with it a bit.

Try using a coffee filter it already has a size that works well for paper snowflakes. Fold it in different ways and cut triangles in it in different spots.

You just need to fold paper and then start making random cuts in it. Use your imagination. I have not made any since grade school over 60 years ago.
