funny---Not being judgemental, just laughing about the wordplay. I've seen some gorgeous lower back tattoos, and I've seen some horrible ones. I've heard both terms to describe the tattoos in question. Jeez, people, please relax! =0)

How about tattoo on the lower back, because that's all it is. It means absolutely nothing other then the person has a tattoo on the lower back.
