Yes, but it is a command-line program. Go to Start --> Run and type ftp and hit enter. Once the command prompt opens, you can type help for a list of commands. Internet explorer can also be used as an FTP program; you simply start the URL with ftp:// instead of http:// - however be aware that some FTP servers do not allow access using IE because of the number of connections it tries to establish simultaneously.

Assuming you want a better program, try FileZilla. Free and fully featured, and they even have a portable version you can load on a thumbdrive.

Internet Explorer can be used as an FTP client.
to configure it go In your IE Browser to
Tools then open internet options.
Next, select Advanced.
Under Browsing, check the box beside "Enable folder view for FTP sites.


To use a login to the FTP site you will need to select "File" in the upper left hand corner of your IE Browser and select Login.

'My Computer' or 'Internet Explorer' is a rudimentary drag and drop ftp client. So if you have IE open, you just go to the address bar and type in:

ftp://ftp.mywebsite.com

And the username/password field should open for you to log in.

It's not as good as WS_FTP or CuteFTP or FileZilla, in my experience, but for quick and dirty work it's ok.
