Where can I find brackets for valances that are put over verticlal blinds ?

Easy, hit up your local Home Depot, Lowes, etc... go to the aisle where they have blinds, window treatments, etc... and thy should have a bunch of them right there.

Take a quick trip to Home Depot. They sell and install vertical blinds.
