I am stumped on this she doesn't want to do too much but she wants it to be something that he will remember i.e. not cologne or a bottle of liquor ect.... any helpful ideas. Also what is a good amount to spend???

How much to spend depends on how much money she has.
Normal rule of thumb in buying presents for guys is that it should be something that will remind him of her. Maybe a CD of a band they both like?
If it's only been 3 weeks, I assume that she's not yet ready to get a "this is a present for you: I put it on, you get to take it off me"-type present?

Hmmm...I would have said cologne, but you said no...She could try flowers, but most guys would probably find that cheesy...Tell her to figure out what he's interested in or hobbies, etc...and go from there...
