Cat Killers?

I just got this note on my door that people are rounding up and killing cats to make their owners keep them indoors- is this true?

Hi there...unfortunately, it does happen. It could be also a prank, however it's never wise to test if it is or not. If you believe there's some merit to this note please consider keeping your cat indoors until you can learn more about by ringing your local animal control agency. They may want to open an investigation to see if any animal cruelty is occurring.

I don't know. What I do know is that people like that sicken me. Why can't we just shoot the owners? How about that.
