Between the ages of 1-5. Psychologists agree that a childs personality is developed in this time frame, and since that is how a person will act and behave for the rest of their lives, including morals, values and self esteem, I believe this is where children learn the most.

Between birth and 11 years old a child learns the most and are molded to a personality.

I honestly believe from the second they can hear in the womb. A baby will follow his mother's and father's voice with their eyes until they can turn their head. The recognize music if you played it through your belly and from 1-5 they are like sponges they take in everything around them and its the best time to teach your children second languages.
