I want to go into the coast guard soon (right out of high school) and I was wondering if they would allow you to live on base until you make enough money to buy a house. Is this possible or not?

Yes. For enlisted personnel, you are given free housing in a dorm (or barracks or personnel quarters). Some bases even offer married folks on-base housing (for free). If you're allowed to live off base (single) then you will be paid a small housing allowance. Usually if you get a room-mate or two, you make out pretty good financially. Great Question!

You can buy a house. Officers move just as much as enlisted folks if not more often. Enlisted people can stay in the same place most of their career, officers can't we move every 3 years no matter what.

I know that New Orleans has barracks but they are crappy from what I hear and it's far from where you actually work. You'd probably be better to just rent for a while. They give you money for housing.

Depends on where you're stationed. In Kodiak, Alaska, there is housing on the base, but I can't remember if in San Diego there was or not. We lived off base there. Cheboygan didn't have housing, but there were apartments so close you could see the USCG Mackinaw.

Oh, and don't think of buying a house until you're an officer. You'll be transferred a lot.
