The passport requirement does NOT apply to U.S. citizens traveling to or returning directly from a U.S. territory. U.S. citizens returning directly from a U.S. territory are not considered to have left the United States and do not need to present a passport. U.S. territories include the following: Guam, Puerto Rico, the U.S. Virgin Islands, American Samoa, Swains Island, and the Commonwealth of the Northern Mariana Islands.

You DO NOT!!!!! Need a passport to travel from PR to the continiental US if you are an American citizen!!!!!!!!!!!
Remember that Puerto Rico is part of the United States, so American citizens do not need passports to enter and exit the island. Another advantage American travelers have is duty-free shopping, so feel free to hunt for all the good values found in San Juan's many shops.
But for other non U.S. citizens, different regulations applies

If you're a U.S. citizen trying to enter Puerto Rico from the U.S. you shouldn't need one.. You will have to have some form of photo ID though.
Same goes for getting back to the U.S. from Puerto Rico.

Beginning January 23, 2007, ALL persons, including U.S. citizens, traveling by air between the United States and Canada, Mexico, Central and South America, the CARIBBEAN, and Bermuda will be required to present a valid passport, Air NEXUS card, or U.S. Coast Guard Merchant Mariner Document, or an Alien Registration Card, Form I-551, if applicable.

digital has it right.....if you are a US citizen, Immigration does NOT requier a passpot for travel to and from Puerto Rico or the US Virgin Islands, as both are United Staes Territories. Bring the usual 2 orms of other id, though.....
now, some AIRLINES might requier a passport, so check with them as well......
