Any/Combination of the following:
Evolution: Better Gods might have evolved from parallel universes and took over Our God's thrown and creations (but never said anything so we still think its the same old guy with the beard).
Development: As time goes God becomes more mature and able to think better and manage more things. He might become so mature that our "life" is like this old Sims game that its too childish and boring for him. He might have abandoned us in the recycle bin!
Computers: God might have stolen our computer technology and made more complex computers that can work efficiently and detect and record sins. using the functions "sin"X and "virtue"X the computer can amazingly integrate to find the find if one is saved or not (Area under the curve I think!).
Co-Gods: God may have reconciled with the other Pagan Gods to help him better manage the human world. God is of course still the "CEO", and this transaction was kept classified.
....Or simply he can't!

A Believer: But hey, God does keep track of 6.5 billion people! That must mean that 1 snake is harder to track than 6,499,999 998 people. That makes sense because snakes are small and got no legs (thus leaving no footprints).

god does not have a hard time keeping track of over 6.5 billion people !! (And actually there are 4.3 trillion people on earth today). Why, because god does not exist. god can not be proven.
The god-concept is Fear-based. Fear based on the belief in a hell-fire place which also does not exist. Neither god, heaven, or hell can be proven, but is mere blind faith. If a person desires to live in delusion they will believe in a god, a hell and a heaven, which does not even exist.
People should wake up, and begin to live peaceably with humanity. Doing their best to solve the problems, and sufferings of humanity, not trying to convert others to a god, which does not even exist. The 4 Noble Truths and The Eightfjold Path give the insight needed to end the sufferings in the world today !!!
Live a life of loving-kindness, tolerance, and No
Harm toward all human beings, for the sake of humanity, not for the worship and sake of a delusional belief and a delusional relationship with a god which does not even exist.
The World needs to Wake Up, and begin to take care of humanity, not expect a god (which isn't their, for god does not exist) to keep up and take care of humanity.

God does not have a hard time watching over everyone.
Adam and Eve and serpent in the Garden of Eden. This was a test that God put for them to know if he could trust them fully and see how strong there faith was to fallow the rules he had set

I don't think he couldn't keep track of them he gave them free will just like we have and they made they're own decisiong. If people chose to do what God says and read the Bible the world wouldn't be like it is today.
