As mentioned...to get truly deep bass at higher levels requires horsepower, size and good design. None come cheap. That is why all state of the art subs run well more than $2000. Below that, you are looking at compromises in output, and depth (extension).
Probably the cheapest subs that have decent amount of output with reasonable extension are the Elemental Designs A2-300 and the Acoustech H100. Both around $300. Both have high level inputs (speaker inputs). Below that...save up some money.

Unfortunately, $200 is near impossible to hit unless you buy used. Most good subwoofers ( the ones that do what you want) tend to start in the upper $300 range.

Depends how LOW is low... for a cheap price.. This is how you define a good subwoofer, how low it can go without distortion.

a sub 200$-one should be around 25-35 Hz
a good sub (~450$) will bring you around 15Hz (SVS)

Those are decent http://www.partsexpress.com/webpage.cfm?WebPage_ID=3&ObjectGroup_ID=620&sm=1&so=2

If you want name brands, look for sales on Klipsch or Polk audio, or lower quality like JBL or Yamaha.

Maybe look at a DYI or used one that can go LOWer for Cheaper
