Yes, God can exist without Satan. In the beginning Lucifer was one of the Archangels created by the Word of God, and he served God. Lucifer was overcome by pride, rebelled against his Creator, and was cast down. This is not found in Scripture, but is a revealed truth. So you see that God existed for some time without a rebellious Satan.
I think your question is more about "Can pure Good exist without a counter-balancing pure evil?" I will still answer Yes to this question; absolutes exist and they are not dependent upon an opposite quality or counter-force to give them verity. Truth is always true, it is an absolute quality. As much as humans will attempt to twist and color and obscure the Truth still that Truth exists and it does not require Falsity in order to be.

He has before and He will be able to again. Satan is but a fallen angel and the King of lies and a deceiver. God is an infinitely powerful being, who created Satan.
