I can go semi-fast, but when I try to go very fast, my legs lock up and all they do is vibrate kind of. Now I am just practicing and slowly increasing my speed, but are there better ways?

Repetition. Start off slow and keep a beat while getting faster and faster. When you lose the beat, start off slow again. Every time you mess the beat up, you need to start again. It works, trust me. Takes time, though.

You could try running in place on the balls of your feet -- go for 30-60 seconds as fast as you can, then slow down to a moderate pace for 60-120 seconds, and repeat like 8-15 times (it'll help you burn fat too -- it's called high-intensity interval training).

Try doing sitting and standing calf raises. You also want to work the front of the lower leg (tibialis anterior). To work out the front just do the opposite of that which you would do for standing calf raises.

Instead of flexing on the balls (front half) of your feet, flex on your heels thus raising the front part of your feet.

You'll be double bassing in no time.
