IBIS hotels are quite cheap and there's loads in the centre of Paris. Good one about 1000 metres from the Eiffel Tower. we stayed by the Arc de Triomphe last year, Etoile Park, reasonable price but depends what you want to spend. This year, over New Year, we're in a Best Western Hotel in the Latin Quarter.

Well, the chain hotels are all well and good, but they're pretty boring.
Try the Eldorado, up on rue des Dames in the 17e.
