It depends on how old the minor is.
I'm a minor, but I'm 15 years old. This summer, I'm flying Delta from LGA (NYC - La Guardia) - SJO (Costa Rica), and PTY (Panama City, Panama) - LGA, and I'm going alone. This was the second cheapest flight setup available. (The cheapest one was on American - theirs even got back to LGA 9 minutes earlier; however, one of the flights was on an A300 (remember the crash?), and I have a Delta SkyMiles account.)
Anyway, if you're 15 or older, you can fly alone, and you don't need to pay any fees or have anyone special pick you up. However, if you're 14 or under, you need to use the Unaccompanied Minor service from the airline. This means that someone needs to drop you off, pick you up, and you'll probably have to pay at least $50 for each leg of the trip at the airport just for the service.
So, the final answer to your question: yes and no (it depends on how old you are).

Not unless someone is going to pick tham up at the airport and sign for them
