A citation will vary by state. In mine its 30 days to issue from the time of the violation.
Understand that once its in the hands of the court, that's another matter altogether. If a bench warrant is issued for a traffic violation, its almost certainly an FTA (failure to appear) charge is pending. THAT is contempt of court and has no statute of limitations because its status is pending.

I called the courts about a traffic warrant and they told me 37 months.

The Statute of obstacles is the quantity of time that the state has to cost you with a criminal offense. If tickets have been issued, then your pal has been charged. He can not wait them out -- they're going to be there continually till he seems after it.

There isn't on any warrant that has already had a ruling....limitation on involves the amount of time they have to brig charges

3 years for traffic violations.
7 years for everything else except for major crimes like murder, rape and kidnapping.
